Role Purpose
Support the Programme Manager in delivering RFG’s social inclusion initiatives for marginalised groups (ethnic diverse community, low-income youth, persons with disabilities). Responsible for day-to-day programme coordination, community outreach, coach field support, MEL data collection, and supervision of Programme Officers.
Key Accountabilities
1. Programme Delivery Coordination
Support programme delivery and coordinate daily logistics (venue, equipment, transport, registration) for school outreach, community integration, and cross-community rugby events.
Monitor programme progress, including attendance and participant engagement; follow up on barriers and adapt delivery to address language, accessibility, or cultural needs.
2. Community Outreach & Engagement
Build and maintain effective relationships with programme stakeholders such as schools, teachers, coaches, NGOs, and community partners.
Conduct outreach to recruit participants and act as first point of contact for parents, community leaders, and partners.
3. Coach Field Support & Monitoring
Support in monitoring coaches during sessions, providing real-time guidance on inclusion techniques.
Document observations, submit feedback reports, and immediately flag performance or safeguarding concerns.
4. MEL Data Collection & Reporting
Lead day-to-day MEL data collection (attendance, demographics, surveys, feedback).
Maintain databases with disaggregated participant data; support donor and quarterly reports with clean datasets and beneficiary stories.
5. Team supervision
Supervise and support Programme Officers, including task delegation, regular check-ins, and performance feedback.
Coordinate with Assistant Programme Managers across Mental Wellbeing and Social Inclusion pillars to ensure seamless beneficiary referrals and integrated programme delivery.
Ensure effective programme administration, including accurate budget tracking, consent documentation, attendance registers, and incident logging.

Qualifications & Experience
Bachelor’s degree in Psychology, Social Work, Social Sciences, Community Development, or related field.
3+ years experience in programme coordination, community outreach, or youth work (preferably with marginalised communities).
1+ years supervising or mentoring junior staff or volunteers.
Fluency in English and Cantonese; Proficiency in Urdu, Hindi, Nepali, or other languages spoken by ethnic diverse communities is a strong asset.
Strong proficiency in Excel/Google Sheets and data entry.
Experience working with ethnic diverse community, low-income families, or inclusive sports in Hong Kong is highly desirable.
