Role Purpose
As one of three Pillar Managers at Rugby For Good (alongside Social Inclusion and Capacity Building), the Programme Manager, Mental Wellbeing lead RFG’s non-clinical mental wellbeing initiatives, building resilience, emotional regulation, and stress management skills through rugby-based activities. Focus on prevention and early intervention for youth (and potentially adults) facing anxiety, low self-esteem, or social withdrawal. Directly manage a team responsible for programme design, delivery, and quality, working within clear safeguarding and referral frameworks.
Key Accountabilities
1. Strategic Leadership & Programme Management
Lead end-to-end design, implementation, and continuous improvement of all Mental Wellbeing initiatives.
Ensure each initiative meets agreed timelines, budgets, and quality standards.
Maintain clear clinical boundaries – no therapy or diagnosis, only psychoeducational and peersupport models.
2. Programme Design & Delivery
Lead school outreach, community integration programmes, and rugby-based wellbeing activities.
Adapt RFG’s sport- social emotional learning curriculum for wellbeing outcomes (e.g., selfawareness, stress management, help-seeking behaviour).
Develop appropriate recruitment and retention strategies for participating groups.
3. Safeguarding Management
Implement safeguarding protocols in line with RFG’s policy and Hong Kong legislation, including conducting risk assessments and ensuring all staff, coaches, and volunteers complete mandatory safeguarding training.
Serve as the first point of contact for safeguarding concerns or disclosures, ensuring timely documentation, investigation, escalation, and reporting to senior mangement.
Maintain confidential records and incident logs, conduct post-incident reviews, and implement corrective actions to strengthen safeguarding practices.
4. Monitoring, Evaluation, Learning & Donor Reporting
Prepare timely donor reports with narrative updates, beneficiary stories, quantitative KPIs, and impact narratives (ensuring anonymity for mental health data).
Ensure compliance with grant conditions (budgeting, procurement, eligibility, consent).
Track wellbeing-specific data: pre/post standardised measures, participant-reported confidence, retention rates.
5. Stakeholder & Partnership Management
Build and maintain strategic partnerships with different key stakeholders, such as funders, universities, NGOs, schools, community partners to enhance programme reach, quality, and impact.
Represent RFG in relevant community events, stakeholder forums, and networks to promote mental wellbeing through sport.
Establish and maintain referral protocols for escalating participants to clinical services.
6. Team Leadership & Performance Management
Manage a team of 3–6 staff through monthly 1:1s and quarterly performance reviews.
Delegate workload across initiatives and foster a culture of collaboration and accountability.
Mentor team members to build succession pipelines.

Crisis De-escalation & Referral Navigation: Remains calm and effective in high-pressure situations, de-escalates emotional distress, and navigates referral protocols to connect participants with appropriate clinical services when needed.
Safeguarding Leadership: Champions a culture of safety across all programmes, implements robust safeguarding policies, manages incident reporting with rigour, and ensures all staff are trained and compliant with Hong Kong legislation.
Qualifications & Experience
Bachelor’s degree in Psychology, Counselling, Social Work, Mental Health, or related field (Master’s preferred).
6+ years experience in at least two of: youth mental wellbeing programme delivery, social work, counselling, community mental health, or NGO programme management.
3+ years people management experience.
Demonstrated experience in safeguarding leadership (policy implementation, incident management, staff training).
Valid Safeguarding certificate (Advanced or Safeguarding Lead strongly preferred).
Fluency in English and Cantonese; Mandarin is an asset.
