Programme Officer

Role Purpose 

Support day-to-day delivery of RFG’s sport-based education programmes within a designated pillar (Social Inclusion, Mental Wellbeing, or Capacity Building). Responsible for on-the-ground session delivery, participant engagement, MEL data collection, and administrative support. This is an entry-to-mid-level role for someone passionate about sport-for-development, youth work, or community services.

Key Accountabilities 

1. Programme Delivery & On-the-Ground Support

  • Coordinate and actively support programme sessions, assisting coaches on-site with setup and delivery while building positive, trusting relationships with young people.

  • Provide tailored support to participants with specific needs to ensure inclusive and effective programme delivery.

2. Participant Registration & Communication

  • Manage registration: collect consent forms, emergency contacts, and relevant background information.

  • Communicate session schedules, changes, and reminders to participants, parents, schools, and partners (phone, WhatsApp, email, in-person).

  • Follow up on absences to understand barriers and support re-engagement; maintain up-to-date contact lists and attendance records.

3. MEL Data Collection & Administration

  • Collect MEL data at each session: attendance, pre/post surveys, feedback forms, and wellbeing flags (where applicable).

  • Submit accurate, complete data to the Assistant Programme Manager within 48 hours.

  • Document beneficiary stories, quotes, and observations with appropriate consent.

  • Pillar-specific: Social Inclusion – demographic data (ethnicity, ability) and cross-community indicators; Mental Wellbeing – handle data with confidentiality, escalate flags; Capacity Building – track training completion, certification, placement outcomes.

4. Safeguarding & Compliance

  • Adhere to RFG’s Safeguarding Policy, maintain appropriate boundaries, and complete mandatory training annually.

  • Observe participants for signs of distress, abuse, or neglect; report concerns immediately to the Assistant Programme Manager.

  • Ensure compliance with health and safety standards (first aid readiness, venue risk assessments).

  • Maintain confidentiality of participant information, especially for mental health or safeguarding data.

5. Logistics & Administrative Support

  • Assist with venue booking, equipment inventory, transport coordination, and procurement of supplies (snacks, first aid, translation services).

  • Process basic expense claims and maintain petty cash records; prepare session materials.

6. Team Collaboration & Professional Development

  • Work closely with the Assistant Programme Manager and other Programme Officers across pillars to share learnings and best practices.

  • Attend team meetings, contribute field observations, and support cross-pillar activities (sport festivals, donor visits, showcases).

  • Participate in RFG internal training (coaching fundamentals, SEL frameworks, MEL, safeguarding) and pursue external development (Mental Health First Aid, Train the Trainer, youth work qualifications).

  • Adaptability & Problem-Solving: Adjusts to changing session needs and participant circumstances.

  • Commitment to Safeguarding & Inclusion: Prioritises participant safety, confidentiality, and inclusive practice.

Qualifications & Experience

  • Bachelor’s degree in Social Sciences, Youth Work, Sports Management, Education, or a related field.

  • 1+ years experience in programme support, youth work, community services, coaching, or administration.

  • Experience working with children, youth, or marginalised communities is highly desirable.

  • Fluent Cantonese and conversational English (written English for data entry and reporting).

  • Proficiency in Microsoft Office and Canva.

  • Passion for sport-for-development is a strong asset.
