Role Purpose
Support the Capacity Building Pillar by leading day-to-day delivery of youth employability programmes and additional capacity-building initiatives. Act as the MEL execution focal point across all three pillars (Capacity Building, Social Inclusion, Mental Wellbeing), ensuring consistent data collection, reporting, and learning integration.
Key Accountabilities
1. Youth Employability Programme Delivery
Lead the overall delivery of youth capacity-building programmes, including coordinating with schools, NGOs, and employers to secure work placements and manage participant recruitment, onboarding, and support.
Deliver training modules and workshops that combine classroom learning with practical, interactive activities.
2. Community Outreach & Engagement
Build and maintain effective relationships with key programme stakeholders such as schools, teachers, sport industry company, NGOs, and community partners.
3. Additional Capacity Building Initiatives
Lead or support emerging projects as directed (volunteer management systems, community coach development, online learning platforms, training resources for NGOs).
Coordinate logistics, stakeholder communications, and resource allocation; document lessons learned for replication.
4. MEL Execution Across All Three Pillars
Act as MEL focal point for Capacity Building, and support Social Inclusion and Mental Wellbeing pillars in executing their MEL activities.
Oversee routine data collection across university courses, teacher/coach training, youth employability, and other pillar outputs.
Maintain centralised databases (teacher/coach database, participant tracker); ensure data quality, timeliness, and consistency across pillars.
Support in producing reports and presenting MEL insights to internal/external stakeholders.
5. Team supervision
Supervise and support Programme Officers, including task delegation, regular check-ins, and performance feedback.
Coordinate with Assistant Programme Managers across Mental Wellbeing and Social Inclusion pillars to ensure seamless beneficiary referrals and integrated programme delivery.
Ensure effective programme administration, including accurate budget tracking, consent documentation, attendance registers, and incident logging.

Cross-Pillar Collaboration: Works effectively with other Assistant Managers to align MEL tools and reporting cycles.
Adaptability & Problem-Solving: Adjusts delivery and data processes to meet emerging needs across multiple pillars.
Team Supervision & Administration: Supports Programme Officers with clear delegation, checkins, and budget tracking.
Qualifications & Experience
Bachelor’s degree in Social Science, Youth Development, Data Management, or a related field (essential).
3+ years experience in youth programme coordination, employer engagement, MEL/data management, or related fields.
1+ years supervising or mentoring junior staff.
Fluent English and Cantonese (written and spoken).
Strong proficiency in Excel/Google Sheets and data collection tools.
Experience working with schools, employers, or youth programmes in Hong Kong is a strong asset.
