Role Purpose
As one of three Pillar Managers at Rugby For Good (alongside Mental Wellbeing and Capacity Building), the Programme Manager, Social Inclusion leads RFG’s efforts to reduce social isolation, break down barriers to participation, and integrate marginalised groups into play-based education programmes. This includes designing and delivering inclusive sport-SEL programmes for ethnic diverse, low-income youth, persons with disabilities, and other underserved communities. The role ensures that all activities are culturally responsive, accessible, and actively promote diversity and belonging.
The Programme Manager directly manages a team of Assistant Programme Managers and Programme Officers, with overall responsibility for programme design, delivery, quality, and team performance.
Key Accountabilities
1. Strategic Leadership & Programme Management
Lead end-to-end design, implementation, and continuous improvement of all Social Inclusion initiatives.
Ensure each initiative meets agreed timelines, budgets, and quality standards.
2. Programme Design & Delivery
Lead school outreach, community integration programmes, and cross-community rugby events.
Adapt RFG’s sport- social emotional learning curriculum for inclusion outcomes (e.g., fostering a strong sense of belonging, and promoting social cohesion among diverse communities).
Develop culturally appropriate recruitment and retention strategies for underserved groups.
3. Monitoring, Evaluation, Learning & Donor Reporting
Prepare timely donor reports with narrative updates, beneficiary stories, quantitative KPIs, and impact narratives.
Ensure compliance with grant conditions (budgeting, procurement, eligibility, consent).
Track inclusion-specific data: participation by demographic, friendship indicators, sense of belonging, retention.
4. Stakeholder & Partnership Management
Build and maintain strategic partnerships with different key stakeholders, such as funders, universities, NGOs, schools, community partners to enhance programme reach, quality, and impact.
Represent RFG in relevant community events, stakeholder forums, and networks to promote social inclusion and strengthen partnerships with ethnic diverse and underserved communities.
5. Team Leadership & Performance Management
Manage a team of 3–6 staff through monthly 1:1s and quarterly performance reviews.
Mentor team members to build succession pipelines.

Qualifications & Experience
Bachelor’s degree in Pyschology, Social Work, Social Science, Community Development, or a related field is essential (Master’s degree preferred).
6+ years of relevant experience in at least two of the following: community programme delivery, social inclusion initiatives, youth work with marginalised groups, or NGO programme management.
3+ years of people management experience with a proven track record in team leadership and delivering community-focused initiatives.
Fluency in English and Cantonese; Proficiency in Urdu, Hindi, Nepali, or other languages spoken by ethnic diverse communities is a strong asset.
Experience working with ethnic diverse communities, low-income families, or inclusive sports in Hong Kong is essential.
Formal training in inclusive coaching or cultural competency is desirable.
