About the Role

RFG is looking for an experienced and strategic Project Manager to lead and oversee our portfolio of Sport for Development projects. The successful candidate will drive programme excellence, foster community partnerships, and ensure the delivery of impactful, inclusive rugby-based programmes for a range of underserved communities in Hong Kong. This is a leadership role with significant responsibility for programme strategy, team development, and stakeholder management.

Job Responsibilities
  • Programme Strategy & Development: Design, plan, and implement RFG’s Sport for Development programmes for underserved communities, ensuring alignment with organisational goals and funder expectations.

  • Team Leadership & Development: Lead, mentor, and manage the project team (including Assistant Project Managers and Project Officers) to ensure high performance and professional growth.

  • Stakeholder & Partnership Management: Build and maintain strong relationships with key stakeholders, including community groups, schools, NGOs, government bodies, sponsors, donors, and partners serving diverse underserved populations.

  • Monitoring, Evaluation & Learning (MEL): Lead the MEL framework for all programmes, overseeing data collection, analysis, and impact reporting to stakeholders and funders.

  • Financial & Resource Management: Manage project budgets, ensure efficient resource allocation, and oversee funding proposals and sponsorship deliverables.

  • Marketing & Communications Collaboration: Collaborate with the MarComms team to shape programme narratives, support fundraising, and enhance RFG’s public profile.

  • Quality Assurance & Compliance: Ensure all programmes meet quality, safety, and contractual standards, and adhere to relevant policies and regulations.

Qualifications & Experience
  • Bachelor’s or above in Social Sciences, Project Management, Sports Management, Education, or a related field.

  • At least 5 years of relevant experience, with a minimum of 3 years in a managerial capacity in sectors like NGOs, NSAs, government, social services, sport for development or education.

  • Proven track record in team management, stakeholder engagement, and programme development for diverse populations.

  • Strong experience in Monitoring, Evaluation & Learning (MEL) and data-driven decision making.

  • Excellent leadership, communication, and strategic planning skills.

  • Proficient in MS Office; experience with data management tools is an advantage.

  • Fluency in English and Cantonese; Mandarin is highly desirable.
